Alexandre Caldas was a Faculty Research Fellow at the Oxford Internet Institute from April 2004 up until October 2005. He is an economist and completed his PhD in Science and Technology Policy Studies at SPRU, University of Sussex (2004). His dissertation employed webmetric analyses alongside other methodological approaches to examine the structure of collaborative networks in the sciences. He completed his Master’s with distinction in Economics and Management of Science and Technology at the Technical University of Lisbon, Portugal (1997).
He was Guest Teacher at the London School of Economics and Political Science (New Media and Communications Department) for the MSc in New Media, Information and Society (2005-2006).
In addition to a strong quantitative background in academia, he has considerable practical experience, including as Director of eGovernment (2006 – 2011), Executive Director of the Science and Technology Park, Abrantes, Portugal, Coordinator of the Regional Internet Project, Ribatejo Digital, Portugal (2002-2004), and ICT Coordinator for the Science and Technology Foundation, Portuguese Ministry of Science and Technology (1994-2000).
Alexandre has taught at University Lusophone, Atlantic University and the Technical University in Portugal and has collaborated on a number of research projects for the UK Department of Trade and Industry, the Ministry of Defense, and Portugal’s Innovation Agency.
He is currently Director of the United Nations as Chief of Early Warning and Data Analytics at the United Nations Environment Programme (UNEP), Division of Early Warning and Assessment (EWAD), and was elected for three mandates (2019-2025) the Chair of the ECOSOC United Nations Geospatial Network, across 42 UN Agencies. He was International Relations Advisor (delegate for EU – Africa Cooperation in Science and Technology and delegate for NATO Science for Peace and Security) at the Portuguese Science and Technology Foundation and International consultant for Science and Technology Policy in Angola, Guinea-Bissau, Mozambique, Brazil, Cape Verde and East Timor. He was Head of Partnerships Management at the European Institute of Innovation and Technology, in Hungary and previously Director of Innovation and New Technology at the Portuguese Industrial Association – Chamber of Commerce and Industry, Associate Professor of Information Science and Technology Policy at University Lusophone and President of the Governing Board of the Polytechnic Institute of Santarem, in Portugal.
