
Chun Hey (Brian) Kot is an MPhil in International Relations candidate at St Antony’s College, University of Oxford. His research investigates how emerging, dual use technologies give rise to new security dilemmas. Before Oxford, he worked at the Carnegie Endowment for International Peace, where he researched technology’s impact on geopolitics, human rights, and democracy. He graduated magna cum laude from Dartmouth College with a BA in Government and Anthropology. Outside of his studies, he plays for the Oxford University Blues football team.
