About

Luís Viegas Cardoso is a senior expert on digital, technology and innovation at the Advisory Service of the President of the European Commission (I.D.E.A.), contributing with strategic thinking, trends analysis and forward-looking policy advice. He also delivers academic lectures and seminars at Harvard University, ESCP Business School, and The College of Europe.

Previously, he served as a digital specialist at the European Political Strategy Centre (EPSC), the European Commission’s in-house think tank, reporting directly to former President Jean-Claude Juncker. From 2011-2017, Mr. Viegas Cardoso was a senior adviser at the European Parliament, focusing on digital and innovation policies. Prior to that, he was a strategic consultant at a management and innovation firm operating internationally, and served on the management board and senate of the University of Coimbra in Portugal.

Mr. Viegas Cardoso holds an International Master’s of Science in ‘Digital Innovation and Entrepreneurial Leadership’ from ESCP Business School, completing his final dissertation on ‘A Social Business Model to address societal and ethical concerns around Artificial Intelligence’. He graduated in Economics from the University of Coimbra and completed an executive education diploma on ‘Foresight, Strategy and Innovation’ from the Lisbon School of Economics and Management (ISEG).
