The Internet Governance debate developed under the aegis of the UN/WSIS process has placed a development agenda as the focal point. This paper seeks to look at the issues around Internet and development and question the ways in which the UN Internet governance process (through the WGIG and the IGF) have addressed these issues. By focusing on issues such as the ‘equitable distribution of Internet resources and a stable and secure functioning of the Internet’ the paper will explore some interplay between telecommunications policy development and Internet governance.
Professor Howard Williams
Strathclyde University
Professor Howard Williams was lead policy advisor on the WGIG secretariat and continues to work on the secretariat of the Internet Governance forum. He is retained by the World Bank as a senior ICT policy advisor. At Strathclyde University he is Director of the Master of Communications Management: a capacity building programme for the ICT sector in developing countries.
