OII Professor Ian Brown discusses cybersecurity at the 2012 Indonesian Information Security Forum (IISF), particularly the inherent tension between national sovereignty and global Internet governance. He argues that global governance mechanisms can be questioned on grounds of legitimacy since conventions are often negotiated in an undemocratic manner. Brown then presents three illustrations of the coordination between cybersecurity and crime at a global level: the development of encryption regulation (public key encryption), the establishment of the World Intellectual Property Association (which created an accessible IP system while safeguarding copyright interests), and the Internet Corporation for Assigned Names and Numbers (ICANN) (which established and currently manages the domain name system).
