The seminar will report on a stream of work that has been developed within the Internet Governance Forum that seeks to look at functional needs for the governance of critical Internet resources and then map these requirements onto organisational forms.
The central hypothesis is that by using a functional analysis the set of policy options for evolving the governance structures are enlarged and the rational for adopting a particular organisational form (or severla forms) can be more clearly articulated and set in a broader context of international organisations, treaties and structures.
This seminar will report on ‘work in progress’.

Professor Howard Williams
Research Associate, Oxford Internet Institute, University of Oxford
Professor Emeritus Howard Williams is an Associate at the Oxford Internet Institute, University of Oxford and was previously a Professor in the Graduate School of Business, University of Strathclyde. Professor Williams has worked as an economist and lead policy advisor for a variety of international organizations including the European Commission (DG infoSoc), the World Bank and the Internet Governance Forum. He has contributed to a broad range of economic and policy debates about licensing, access regimes, investment incentives, wholesale market regulation as well as the application of competition law principles to the telecommunications and ICT sectors. His work on mobile financial transactions is internationally well recognized and he has acted as an advisor to many governments, regulators and leading industry players; such as providing advice to the Government of Hong Kong on their new competition law. He is a member of the Vodafone/Nokia SIM panel and a member of the editorial committee of several leading journals. At the University of Strathclyde Professor Williams created and was Director of the Masters in Communications Management (MCM); one of the leading programmes in the world providing opportunities for ‘future leaders’ from developing countries in the telecommunications and ICT sectors. Alumni from this programme now hold senior positions in these sectors in over 60 countries.

David Satola
Senior Counsel in the World Bank Legal Department
David Satola is Senior Counsel in the World Bank Legal Department where he has global responsibility for legal aspects of reforms in information and communications technologies, including telecommunications, the Internet and e-Commerce. His work focuses on advising governments on the legal aspects of the enabling environment for ICT infrastructure and services, Internet governance, new technologies, competition regulation involving ICTs, Critical Infrastructure/Network Security and Alternative Dispute Resolution. His project work at the Bank spans more than 80 countries. He was seconded from the Bank to the UN’s Working Group on Internet Governance and acts as the Bank’s representative to the Internet Governance Multi-stakeholder Advisory Group of the UN’s Internet Governance Forum secretariat as well as to UNCITRAL’s Working Group on e-Commerce. He is the co-Chair of the Internet Governance Task Force of the Cyberspace Law Committee of the Business Law Section of the American Bar Association. He received his BA and MA from The Johns Hopkins University, his JD from the University of Wisconsin and also studied at the London School of Economics and the Hague Academy of International Law. Prior to joining the Bank, Mr Satola was in-house counsel for a major global telecommunications company responsible for investments in Latin America and Europe, was in private legal practice in both North America and Europe principally advising on telecommunications joint ventures and was the legal advisor to a human rights NGO based in Geneva, Switzerland. He has published articles, chapters and books on legal aspects of ICT reforms.
