Professor Dr Thomas Hoeren is based at the Institute on Information, Telecommunications and Media Law (ITM) at Westfaelisch Universitaet in Muenster. He has been a superior court judge, and over the last twenty years has been involved in research on intellectual property and computer law.

At the OII, Professor Hoeren focused on Internet governance and notions of ‘informational justice’ related to access to cyberinfrastructures.
