As part of the ESRC REsearch Seminar Series, ‘Digital Policy: Connectivity, Creativity and Rights’, Professor Barwise will, first of all, cover the reasons why he is sceptical about the speed and scale of the long-heralded shift from so-called ‘linear’ broadcast TV viewing to ‘non-linear’ on-demand viewing through the Internet. He will then turn to a broader set of interrelated policy topics: superfast broadband, digital inclusion and online public services. In particular, Professor Barwise will question the current policy of focusing resources on subsidising the rollout of superfast broadband while virtually ignoring digital inclusion. Barwise believes that a more compelling vision would be to aim to be the world leader in internet adoption and usage, including online public services. This would play to the UK’s competitive strengths, reflected in the recent BCG/Google analysis of the Internet economy, which shows us to be already a leader in online usage despite our mediocre infrastructure.
